One more thing I did forget, On the USDA RD grants, sometimes areas which were not rural by population but declared a designated FEMA disaster eligible area are able to access grants for a period after disaster. Katrina affected area extended usda rural grants to otherwise non rural areas for 2 year post Katrina period. You have to really dig - I would call office near you and inquire if this is the case in Spokane area. What is the worst that could happen?

Sorry but the link doesn't transfer well. Go to - http://www.fema.gov/news/dis asters.fema when you open the page, scroll down to disaster# 1682 for Washington and click on the 1682. Then click on the Fema assistance available to 19 counties to see more info.
